The MECA Agreement

The 2023 MECA, as developed by GenPro in partnership with the New Zealand Nurses Organisation (NZNO), can be accessed here.

The 2023 MECA will expire on 30 June 2024 and bargaining will recommence in advance of that date to agree a new MECA (anticipated to take effect 1 July 2024).

The 2023 MECA was prepared using these agreed Terms of Settlement by the bargaining parties on behalf of employers.

The previous MECA, as developed by the New Zealand Medical Association (NZMA) in partnership with the New Zealand Nurses Organisation (NZNO), and which expired on 31 August 2021, can be accessed here

GenPro's MECA Subscription Service

GenPro provides an optional subscription service to represent Employers at the PHC MECA pay bargaining negotiations and provide year-round advice on the interpretation and local implementation of the MECA by Employers.

This service is offered on an annual subscription basis so employers can plan and manage their representation costs, irrespective of how long the pay bargaining and contract settlement may take.

Please read the terms and conditions carefully on the application form below and refer here for further information about the rules and regulations of the MECA process and your legal responsibilities as an employer.

Why Choose GenPro?

Quite simply, GenPro is "by general practice, for general practice".

GenPro is 100% aligned with general practice.

GenPro is free of any conflict of interests with organisations or funders such as PHOs, DHBs, Health New Zealand, Ministry of Health or the government. GenPro acts solely on behalf of its members and those it represents through its MECA Bargaining.

MECA Subscription Levies

For 2023/24 (commencing 1 July 2023) this service is offered at 30c + GST per enrolled patient per annum. For example, a general practice employer with 3,000 enrolled patients would pay $900 + GST regardless of how many GPs they have or how many nurses they employ. For urgent care centre employers without an enrolled general practice list, the levy is calculated at 8c + GST per patient visit (based on the total number of patient visits for the previous 12 months). Practices do not need to be a member of GenPro to register for this service.

However, general practice employers whose practices are members of GenPro's core membership service for the full year, will pay just 20c + GST per enrolled patient for the MECA subscription service for 2023/24 (5.4c + GST for urgent care centres). See our core membership benefits and application form here.
